Difficult to prioritise coasts because of low social concern

"It's a matter of priorities. It will be hard to get a solution since many people will not see the benefits or necessity. It has to be explained well, for instance in an early warning system, the benefits can be seen. There is a low social concern because the problem is not seen and because the administration and the involved stakeholders have other concerns."
