Reduced state funding due to local organised crime

“There are maybe one or two more cities like Varna, which are cut from public financing because of people who use illegal methods. And naturally no executive authority would agree to allocate serious financial means appointed in the national budget, i.e. the Bulgarian Minister for Finance goes to Brussels to agree on major payments with the EU and he or she guarantees the utilisation and the proper execution of the spending. So he will never give priority to a region which is being governed in this way.”
