“Each group is only concerned with their thing, the fishermen, marine transport, port activities never mix, not even with the activities for protection of the quality of waters, the different types of coastal and marine activities are not integrated and in my opinion, there is not enough communication between the institutions responsible for the management and planning of these activities.”
