"The Government of Catalonia has the competence to afford the global problem. It is the administration responsible for land use regulation. The Government of Catalonia has the absolute jurisdiction and it has no limitations such as to have to share competences with other administrations. Coastal actuations by the Ministry – the Central Government, which has the competences – are more limited and focused just in the public domain and need to be coordinated with the Government of Catalonia.
For the Ministry... the lack of money and, also, the lack of information by general public on beach nourishment which have affected the perception on this kind of actuations. Another weak point is the lack of information on existing sand resources for beach nourishment operations."
