The population is not prepared and something must be done

"Almost every year we have some events. When we see the repetition of so many events that cause always the same problems is clear the population is not prepared. In 2012 Marinella was flooded twice within fifteen days when residents and traders had just finished repairing the damage and putting everything in place. The situation is causing great distress. 

Certainly since the last flood of 2011 there has been much more awareness of the fact that the area needs to be protected; but  agencies and institutions must implement instruments and structures to cope with these problems, not only in an emergency, but also at the stage of prevention."
