Implementation hindered by lack of money

"There are a lot of plans. In terms of coastal management, there are a lot of plans in how to minimize the effect of storms but they have not been applied so far. ..we have a management plan (POOC) that will be implemented, but so far, it has not been implemented as it was expected to be, the major problem is the lack of money."
