Everyone needs to be involved, particularly technical experts

A completely shared process should be implemented, involving everyone, starting from public authorities, down to individual citizens, since everyone has some level of responsibility. It is therefore essential that these choices are shared, otherwise it would be unthinkable that public authorities could take action everywhere. (...) There should probably be a greater involvement of technical experts, so that they can in turn serve as interface with the political level.It is perhaps more difficult to raise these issues directly at the political level, since they are not easily understood. In any case policy makers should be fully informed and made aware of the risk level that their territory is faced with.
