Campsite owner: Administration is responsible for coasts, but no money and low priority

“The Administration [should take responsibility for formulating and implementing risk reduction measures] because the problem has a dimension exceeding the capacity of an individual and especially because they are (legally) the competent to do it. [But] at present, they have no money. There are other priorities than the natural environment."
