The truth is that until about ten years ago, for example, planning involved only the construction of defense works, whereas now, a completely different path is followed... so that defense works are no longer the central point, even though of course they are used to mitigate hazards in certain areas. So, all plans - both civil protection and land management plans - have changed in that sense.
