People always freely used this system for whatever they need from it, without any need for asking for permission. This happened in the previous generations, but now people do not understand that it is not allowed anymore. For example, my wife is from here and her parents are accustomed to using the Ria without any regulation. This is part of the culture from here. However, what happens now is that there are too many people, and people want to keep doing what they have done before.
