Coastal plans have no teeth to stop inappropriate construction

"I think we also need to look at the kind of planning frameworks, the legal frameworks, the sorts of things which allow people to build things in particular places where they’re not appropriate locations to build them in… although we have these shoreline management plans, and although those plans have to be consulted when you want to put up a building in a flood area, they have no legal force so you can’t stop somebody, you might stop them on other grounds, aesthetic grounds, but on flood grounds you couldn't actually stop them from doing that."
